Albanian and Croatian military forces have arrived in Kosovo to participate in a joint military exercise named ‘Shield of Courage 2026,’ alongside the Kosovo police and U.S. military. The exercise, which commenced on September 21 and will continue until October 2, is being conducted in Glogovac, Obilić, Kosovo Polje, and Pristina. This development occurs amidst heightened regional tensions following the recent sentencing of former Kosovo Liberation Army (KLA) leaders, which has sparked significant protests in Pristina.
The military exercise, involving the Kosovo police, has been interpreted by analysts as a potential intimidation tactic aimed at the Serbian population in Kosovo. Vlade Radulović, a military analyst, noted that the inclusion of the Kosovo police in the exercise is unusual and could result in increased pressure on the Serbian community in the region. He remarked, “There is no doubt that this will lead to further intimidation of Serbs in Kosovo and Metohija.”
The joint exercise is part of a broader military collaboration between Kosovo, Albania, and Croatia, which has been viewed with suspicion by Serbia. This collaboration was formalized through a memorandum signed in Tirana in March 2025, focusing on defense and security cooperation. The presence of U.S. forces in the exercise adds a NATO dimension, enhancing the interoperability of Kosovo’s security forces, according to Darko Obradović from the Center for Strategic Analysis. Obradović emphasized that the exercise is aimed at strengthening the capabilities of Kosovo’s security forces, which have been steadily increasing their capacity over the years.
The timing of the exercise coincides with ongoing protests in Pristina against the sentencing of former KLA leaders, including Hashim Thaci, who were collectively sentenced to 81 years in prison by the Special Chambers in The Hague. These sentences have been perceived as unjust by many in Kosovo, leading to mass demonstrations organized by the Organization of KLA Veterans. The protests have been marked by tensions, with incidents occurring outside the EULEX building in Pristina, where demonstrators clashed with police.
The exercise and the protests highlight the fragile security situation in the region. Obradović pointed out that while the security in the Western Balkans is largely under the control of the U.S. and NATO, any attempt to alter the status quo could lead to significant repercussions. He suggested that Serbia’s military neutrality limits its ability to influence such developments effectively.
The involvement of the Kosovo police in the military exercise raises questions about the potential formation of a gendarmerie-like force in Kosovo, which could serve as a heavily armed police unit. Radulović speculated that the exercise might be part of a plan to integrate the Kosovo police into such a formation, further increasing pressure on the Serbian community.
