The upcoming summit between U.S. President Donald Trump and Chinese leader Xi Jinping, scheduled for September 24 at the White House, is set to focus significantly on artificial intelligence (AI), despite a broader agenda that includes trade, semiconductors, and Taiwan. The meeting is being characterized as an “AI summit” due to the transformative potential of AI as a general-purpose technology that could impact military power, manufacturing, cyberwarfare, scientific research, and the global economy.
Recent findings from Stanford’s 2026 AI Index reveal that the U.S. and China are closely matched in AI capabilities. The leading U.S. AI model holds only a slight 2.7 percent advantage over its Chinese counterpart, indicating a narrowing gap in technological prowess. The United States maintains advantages in producing top-tier models, attracting private AI investment, and possessing advanced computing infrastructure. In 2025, U.S. private AI investment reached $285.9 billion, vastly surpassing China’s $12.4 billion.
China, however, leads in AI publications, citations, patent output, and industrial robot installations. In 2024, China installed approximately 295,000 industrial robots, accounting for 54 percent of global installations. This extensive deployment of AI-powered machines underscores China’s significant manufacturing capacity, which is crucial for integrating AI into various industrial applications. The feedback loop created by AI advancements and robot deployment is expected to further enhance China’s strategic advantage in AI.
The summit will address various issues, but AI stands out due to its potential to reshape global power dynamics. China’s strategic focus on AI is evident in its pursuit of technological self-reliance and its promotion of the Global AI Governance Initiative, which advocates for international cooperation on AI governance and safety standards. While cooperation is encouraged, Beijing’s approach emphasizes rapid AI development alongside regulatory measures.
Xi Jinping’s objectives at the summit may include seeking greater access to advanced computing and semiconductor technology, negotiating limits on U.S. restrictions against Chinese AI firms, and establishing international rules recognizing China’s role in setting AI standards. The United States, on the other hand, aims to maintain its lead in AI while preventing the technology from becoming an uncontrolled strategic weapon. Washington has proposed discussions with China on monitoring AI-directed cyberattacks and other risks.
The summit highlights the ongoing U.S.-China technological rivalry, particularly in AI and military applications.
